That same year, small portions <br />of the Township were annexed by Spring Lake Park, Blaine, and St. Anthony. <br />Delegates from the remaining four square miles of the township sought for the <br />area to become part of New Brighton but their efforts were denied. Instead, <br />the Village of Mounds View was incorporated on April 2, 1958 (57% voter <br />approval) with a population of 5,738. In accordance with state law, the Village <br />of Mounds View became the City of Mounds View on January 1, 1974. <br />The now defunct Village 2 established the first Planning Commission in 1959 <br />and completed the first Comprehensive Plan for Mounds View that same year. <br />The City adopted a revised comprehensive plan in 1976 in accordance with <br />the Metropolitan Land Planning Act passed by the Minnesota legislature. <br />Mounds View adopted the previous Comprehensive Plan in 20082010. <br />SUBURBAN DESIGNATION <br />In Thrive MSP 2040, the Metropolitan Council categorizes each city in the <br />region as an urban center, urban, suburban, suburban edge, emerging <br />suburban edge, rural center, diversified rural, rural residential, or agricultural <br />community. The Council has designated Mounds View as a “Suburban” <br />community. Suburban communities are those that saw peak development <br />periods as baby boomers formed families and built homes. Figure 1-6 and <br />Figure 1-7 show Mounds View and surrounding cities, color coded by specific <br />community designations. <br /> <br /> <br />2 "Little Mounds View” included about 300 acres in the southwest corner of the township, mostly <br />owned by the Salvation Army.
