The goals and policies <br />are the foundation of the plan as they define what the city should look like in <br />the future. Mounds View has based the future land use plan on these goals <br />and policies. The following are the land use goals and policies for Mounds <br />View: <br />Goal 1: Stabilize and strengthen neighborhoods <br />• Establish and preserve neighborhood character through public <br />investments identified in the Capital Improvement Program (CIP). <br />• Stabilize neighborhoods through citizen-initiated and proactive <br />zoning code enforcement and proactive quadrennial (every four <br />years) code enforcement. <br />• Require impact studies to be completed when considering <br />developments which may significantly affect a surrounding <br />neighborhood. <br />• Ensure redevelopment complements adjacent land uses and <br />character. When considering development, preserve vegetative <br />buffers between different land uses when possible and establish <br />vegetative buffers when none exist. <br />Goal 2: Stabilize Enhance the appearance of properties along Mounds View <br />Boulevard and establish a physical focal center of the city. <br />• Conduct proactive code enforcement of properties along the Mounds <br />View Blvd corridor. <br />• Complete pedestrian trails with connections to trail systems in <br />adjacent communities. <br />• Improve landscaping along the Mounds View Blvd corridor and the <br />pedestrian/motoring public’s experience traveling through the <br />corridor. <br />• Goal 3: Establish a physical focal center of the city. <br />• Create a place that represents a unique and attractive destination. <br />• Ensure redevelopment and landscaping along the Mounds View <br />Boulevard Corridor enhances the corridor’s urbanizing character <br />while maintaining physical buffers from the motoring public. <br />• Develop a model for mixed-use districts along Mounds View <br />Boulevard. <br /> <br /> <br />Opinion Survey <br /> <br />The top three factors residents <br />like most about Mounds View are <br />(1) access to highways; (2, tied) <br />schools; and neighborhood or my <br />neighbors; and (3) my house. <br /> <br />Survey respondents commented <br />about the city’s large wooded lots, <br />quiet neighborhoods, and <br />proximity to services and <br />amenities. <br /> <br /> <br />General comments about what <br />respondents liked most about <br />Mounds View: <br /> <br />“Proximity to needed services & <br />businesses”. <br /> <br />“Proximity to Unity Hospital and <br />Cub”. <br /> <br />“Old trees, large lots. I like the <br />variety of dwellings. This is not <br />cookie-cutter suburbia.” <br /> <br />“Compost and organics recycling”. <br /> <br />“Large lots for a close suburb”. <br /> <br />“New roads”. <br /> <br />“Location close to town but yet not <br />too far north”. <br /> <br />“People need to be able to get <br />around when they have no car; <br />the walking and bike paths are <br />great to have.
