These publicly owned parcels are highlighted in Figure 4-1. <br />The City owns a number of properties that do not have a designated use. <br />Many of these are not publicly accessible, or consist of wetlands and flood <br />plain. The City intends to consider the land’s highest and best use, which may <br />be leaving it as open space. <br />City trails and sidewalks are identified in Figure 4-2. The City plans to <br />complete a trail segment along Mounds View Boulevard, with connections to <br />the Rice Creek North Regional Trail (east), and planned trails in Spring Lake <br />Park (west). The City has added sidewalks as part of its street reconstruction <br />program.
