Item No: 08B <br />Meeting Date: June 24, 2019 <br />MOUNDS <br />VIEW <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Public Hearing; First Reading and Introduction of Ordinance 958, <br />Amending the Zoning Map for 2390, 2394, Mounds View Boulevard <br />and 2400 County Road H2 <br />Introduction: <br />INH Properties is proposing to develop a 128 -unit apartment building at the south corner of <br />Mounds View Boulevard and County Road H2. The project involves multiple planning <br />applications, including a request to rezone the applicable properties from B-3 Highway Business <br />to PUD Planned Unit Development. <br />Discussion: <br />The properties previously had commercial uses (e.g. restaurant, gas station, car wash), <br />consistent with the B-3 designation, and are guided as Mixed Use MU -PUD in the <br />Comprehensive Plan.' 2 <br />As proposed, an apartment of this size would be a Conditional Use (CUP) in the R-4 High <br />Density Residential district. The proposed project includes deviations from the City Code, which <br />may be allowed as a Planned Unit Development (PUD), as an alternative to obtaining variances <br />to the Code. PUD's are a Conditional Use only within the PUD district, thus, the next step in the <br />project review process is to rezone the properties from B-3 to PUD. <br />Analysis <br />The purpose of the PUD district is "to provide for the integration and coordination of land parcels <br />as well as the combination of varying types of residential, commercial and industrial uses." <br />Within the PUD district, all permitted and conditional uses in all districts, are a Permitted Use in <br />the PUD district. There may be different types of PUD's such as Residential, Commercial - <br />Industrial, and Mixed -Use. This project will be Residential. Once zoned PUD, the intent is that <br />all uses will be consistent with an approved PUD Narrative, to be approved as part of the CUP <br />process. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential development. <br />Financial Impact: <br />None. <br />Summary <br />INH Properties is proposing to build a 128 -unit apartment building, requiring multiple planning <br />approvals, including rezoning the properties from B-3 Highway Business to PUD Planned Unit <br />Development. <br />A Public Hearing Notice was published in the June 12, 2019 Bulletin, and mailed to property <br />owners and occupants within 700' of the project (twice the required distance), <br />Mounds View Comprehensive Plan (2008), Figure 6: Future Land Use Map <br />Note: The Draft 2040 Comprehensive Plan guides the properties as Mixed Use. <br />
