EDA RESOLUTION 19 -EDA -326 <br />MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />RESOLUTION OF THE MOUNDS VIEW ECONOMIC <br />DEVELOPMENT AUTHORITY FINDING PARCELS ARE <br />OCCUPIED BY STRUCTURALLY SUBSTANDARD BUILDINGS <br />OR STRUCTURES AND MEET THE REQUIREMENTS FOR A <br />REDEVELOPMENT TIF DISTRICT UNDER MINNESOTA <br />STATUTES, SECTION 469.174, SUBD. 10 <br />WHEREAS, it has been proposed that the Economic Development Authority for the City of <br />Mounds View, Minnesota, (the "EDA"), create a tax increment financing district in an area within the city <br />of Mounds View (the "City") to be designated a redevelopment district as defined in Minnesota Statutes, <br />Section 469.174, Subd. 10 (the "TIF District"); and <br />WHEREAS, in order to create this type of TIF District, the EDA must make a determination that <br />before the demolition or removal of any substandard buildings, certain conditions exist; and <br />WHEREAS, the conditions found by the EDA to exist throughout the proposed TIF District are <br />that parcels consisting of 70 percent of the area of the district are occupied by buildings, streets, utilities, <br />paved or gravel parking lots, or other similar structures and more than 50 percent of the buildings, not <br />including outbuildings, are structurally substandard to a degree requiring substantial renovation or <br />clearance; and <br />WHEREAS, in order to deem a parcel as being occupied by a structurally substandard building, <br />the EDA must first pass a resolution before the demolition or removal that the parcel was occupied by one <br />or more structurally substandard buildings and that after demolition and clearance the EDA intended to <br />include the parcel within the proposed tax increment financing district; and <br />WHEREAS, there exists in the City on the parcels located at 4889 Old Highway 8, Mounds View, <br />MN, PID #'s 17.30.23.14.0001 and 17.30.23.14.0002 (collectively, the "Parcel") a structurally substandard <br />building to be demolished or removed (the "Substandard Building Condition"); and <br />WHEREAS, a parcel is deemed to be occupied by a structurally substandard building if the parcel <br />was occupied by a substandard building or met the criteria of Minnesota Statutes, section 469.174, <br />Subd. 10(e) within three years of the filing of the request for certification of the parcel as part of the district <br />with the county auditor, in addition to other requirements as are required by law. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for the Mounds View <br />Economic Development Authority that: <br />1. The Board has received from LHB, Inc, the "TIF ANALYSIS FINDINGS FOR 4889 OLD <br />HIGHWAY 8", dated June 20, 2019 (the "Inspection Report"), finding that, based on an inspection of the <br />building located on the Parcel, such building was determined to be substandard under the definition set <br />forth in the Minnesota Statutes, Sections 469.174 to 469.1794, as amended (the "TIF Act"). Based on the <br />Inspection Report and other information available to the EDA, the EDA finds that the building on the Parcel <br />is structurally substandard to a degree requiring substantial renovation or clearance. <br />587440v3MU205-49 <br />
