Mounds View City Council June 24, 2019 <br />Regular Meeting Page 9 <br />1 Further discussion ensued regarding how the Bel Ray offered a first option to Mounds View <br />2 residents prior to opening the building to outside communities. <br />3 <br />4 Mr. Elias reported the initial lease term would be one year. After the first year, a six-month, <br />5 nine-month and twelve-month option would be offered. He explained each unit would be <br />6 responsible for there gas and electric expenses. He reported the rent pricing structure would <br />7 include one underground parking space. He then reviewed the proposed rental rates for the <br />8 apartment units noting studios would cost around $1,000 per month, one -bedroom units would <br />9 cost around $1,300 per month, two-bedroom units would cost around $1,500 to $1,600 per <br />10 month and three-bedroom units would cost around $2,000 per month. He stated water and sewer <br />11 charges may be billed back to apartment units on a pro rata basis. He noted trash would be <br />12 included in the rent, along with wi-fi. He commented further on the amenities that would be <br />13 included in the building, which were a community room, mail area with parcel lockers, fitness <br />14 center, two elevators, game room, BBQ grill area, playground, fenced in pet area, pet spa, and <br />15 theater room. <br />16 <br />17 Mayor Mueller asked if each unit had a washer and dryer. Mr. Elias reported this was the case. <br />18 He explained each unit came with a full appliance package. <br />19 <br />20 Corey Gears, Alliance Building Corporation, explained he would be constructing the apartment <br />21 building for INH. <br />22 <br />23 Mayor Mueller questioned what the mix of apartment units would be. Mr. Elias reviewed the <br />24 mix of apartment units being proposed for the project. <br />25 <br />26 Council Member Meehlhause stated he supported the proposed parking ratio. <br />27 <br />28 Community Development Director Sevald requested feedback from the Council on whether they <br />29 would like to see more greenspace or have two additional parking stalls. The consensus of the <br />30 Council was to recommend the site have additional greenspace. <br />31 <br />32 MOTION/SECOND: Meehlhause/Gunn. Public Hearing: Resolution 9133, Approving the Preliminary Plat of <br />38 Crossroad Pointe. <br />39 <br />40 Community Development Director Sevald stated INH Properties is proposing to develop a 128- <br />41 unit apartment building at the south corner of Mounds View Boulevard and County Road H2. <br />42 The project involves multiple planning applications including a request for Preliminary Plat <br />43 approval. He noted this project consisted of three lots that would need to be combined into one <br />44 lot. Staff commented further on the Preliminary Plat for Crossroad Pointe and recommended <br />
