Item 08D <br />Page 2 of 11 <br />Density <br />31.5 units per acre is the proposed density. As a PUD, a higher density may be approved. <br />Without a PUD (R-4 district), the maximum density would be 17.4 units per acre, or 71 units for <br />a property this size. <br />The apartments will have an estimated 221 residents', including 20 school aged children2. <br />Open Space' <br />Usable Open Space is intended to be maintained for active or passive recreation (e.g. play area <br />and/or woods). The proposed Landscape Plan identifies all non -pervious surfaces as Open <br />Space, rather than that intended for recreation. <br />Min Required Proposed PUD <br />625 sf per unit 461 sf per unit <br />With the increased density and necessary parking, there are limits to how much land is left for <br />open space. If the project were not a PUD, and the maximum 71 units built, about 1 -acre of <br />open space would be required for the 4 -acre project. <br />The project will add a sidewalk along County Road H2, and along the south property line. There <br />is an existing sidewalk along Edgewood Drive, and a trail along Mounds View Boulevard. <br />These are public sidewalks/trails, and will be maintained by the City. <br />Exterior Lighting <br />Glare from exterior lighting shall be limited to 1 foot-candle (fc) measured at the centerline of the <br />street, and 0.4 fc measured from neighboring property lines. The lighting plan submitted does <br />not include all of these boundaries (e.g. centerline of Edgewood Drive, County Road H2, and <br />residential boundaries along Edgewood Drive. <br />Lighting along the south property line adjacent to the neighboring apartment building exceeds <br />the maximum light trespass by 3X (1.8 fc proposed). Staff recommends that this pole be <br />eliminated, or an alternative fixture be considered. <br />During the Planning Commission's June 19th meeting, the Developer stated that an adjustable <br />box shade will be installed.
