MOUNDS VIEW <br />Item No: 8G <br />Meeting Date: July 8, 2019 <br />Type of Business: CB <br />Administrator Review: <br />City or Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9135 Authorizing the Consulting Services for the <br />design and construction for the 2020 Street Improvement <br />Project <br />Background/Discussion: <br />The City is in the process of rehabilitating streets throughout the City that were not <br />included in the 2007 Street Rehabilitation Plan. The 2020 proposed project includes <br />Quincy Street from County Road H2 to County Road I. <br />Quincy Street from County Road H2 to County Road I is approximately 2,660 feet in <br />length. The street segment has concrete curb and gutter (MN/DOT Design B618) with a <br />bituminous pavement surface measuring 42 -feet wide average back - to - back of curb. <br />Quincy was originally constructed in 1967. This street segment serves Pinewood <br />Elementary School along with several residential properties. <br />Maintenance has included seal coating, pothole patching and skim coating as needed. <br />The current pavement is in poor condition with significant surface patching, potholes, <br />and moderate to high severity traverse cracking and pavement heaving; curb and gutter <br />is in fair to good condition. <br />Discussion: <br />Public Works Staff has solicited a fee estimate proposal from Stantec for professional <br />engineering services for the 2020 Street Project as follows: <br />• Design/Construction Documents fee: $93,000 <br />• Bidding fee: $4,000 <br />• Construction Services/Survey fee: $37,000 <br />• Record Plans fee $4,100 <br />Total Estimate Engineering Fees of $138,100 for the 2020 Street Project, funding for the <br />design portion of the project would come from the Street Improvement Fund account <br />485-4470-7050 which has $55,000 in the 2019 adopted budget for engineering costs <br />regarding Quincy Street. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to the 2019 budget because there is funding in <br />the Street Improvement Fund account of $55,000 for the engineering costs. <br />The Mounds View Visioi. <br />A Thriving Desirable Community <br />
