Mounds View City Council <br />Regular Meeting <br />July 8, 2019 <br />Page 3 <br />1 C. Second Reading and Adoption of Ordinance 959, Amending Section 1104.02, <br />2 Subd 4(c) (Minimum Floor Area Per Dwelling Unit). <br />3 <br />4 Community Development Director Sevald requested the Council adopt an Ordinance amending <br />5 City Code pertaining to minimum floor area per dwelling unit. He explained Crossroad Pointe <br />6 was requesting to have studio apartments that were smaller than 630 square feet. He indicated <br />7 the proposed amendment would allow for studio apartments that were 526 square feet in size. <br />8 Staff commented further on the proposed Ordinance amendment and recommended approval. <br />9 <br />10 Council Member Meehlhause questioned when the original Ordinance was drafted. Community <br />11 Development Director Sevald commented he was uncertain. <br />12 <br />13 Council Member Meehlhause stated he anticipated the Ordinance was quite dated and did not <br />14 take into consideration studio apartments, but rather only one -bedroom apartments. <br />15 <br />16 Mayor Mueller explained she would like to see a requirement for certain amenities within an <br />17 apartment complex if studio apartments were going to be offered. She indicated she had <br />18 concerns for the future of this apartment complex and did not want to see it turned into low <br />19 income or Section 8 housing. For this reason, she stated she would not be supporting this <br />20 Ordinance amendment. <br />21 <br />22 Council Member Gunn commented she could support this Ordinance amendment moving <br />23 forward but recommended the Council revisit this Ordinance in order to ensure all future <br />24 apartment complexes have the proper amenities if proposing to construct small studio <br />25 apartments. <br />26 <br />27 MOTION/SECOND: Meehlhause/Hull. To Waive the Second Reading and Adopt Ordinance <br />28 959, Amending Section 1104.02, Subd 4(c) (Minimum Floor Area Per Dwelling Unit) directing <br />29 staff to publish an Ordinance summary. <br />30 <br />31 ROLL CALL: Bergeron/Gunn/Hull/Meehlhause/Mueller. <br />32 <br />33 Ayes — 4 Nays — 1 (Mueller) Motion carried. <br />34 <br />35 D. Resolution 9132, Approving a Conditional Use Permit (CUP) for a <br />36 Residential Planned Unit Development of Crossroad Pointe (Tabled from <br />37 June 24, 2019). <br />38 <br />39 Community Development Director Sevald requested the Council approve a Conditional Use <br />40 Permit (CUP) for a Residential Planned Unit Development for Crossroad Pointe. He explained <br />41 this item was tabled from the June 24th City Council meeting. He described the review process <br />42 that was followed for PUD's and CUP's, highlighting the high -end finishes and amenities that <br />43 would be included within the apartment building. Staff commented further on the CUP and <br />44 reported the Planning Commission recommended approval. <br />45 <br />
