Mounds View EDA July 8, 2019 <br />Regular Meeting Page 2 <br /> <br /> <br />Assistant City Administrator Beeman requested the EDA consider a quote for asbestos abatement <br />and contract for services for the Skyline Motel Redevelopment Project. He explained a licensed <br />contractor had to be used to abate the asbestos before the building could be burned. He <br />commented further on the work that would be completed to prepare the Skyline Motel property <br />for redevelopment. He reviewed the three quotes with the EDA and recommended approval of <br />the bid submitted by Envirobate for $149,400. <br /> <br />President Mueller asked if the City would be applying for TIF to cover the expenses. Assistant <br />City Administrator Beeman explained that the developer would be applying for TIF. He added <br />that the blight and substandard study only includes the two parcels that the motel sits on and does <br />not include the parcel that the garage sits on because garages do not qualify as part of the blight <br />and substandard study. He noted, however, that according to Ehler’s, all three parcels would be <br />included in the TIF area. <br /> <br />Commissioner Hull arrived at the meeting at 6:24 p.m. <br /> <br />President Mueller questioned if there was evidence of anyone living on the Skyline Motel site. <br />Assistant City Administrator Beeman explained the Fire Department found someone recently and <br />this person has left the premises. He noted the Police Department was conducting training on the <br />site. <br /> <br />President Mueller inquired when the asbestos would be removed from the property. Assistant <br />City Administrator Beeman reported it would take up to 10 days to receive a permit from the <br />State and then the abatement work could be completed. <br /> <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 19- <br />EDA-327, Approving the Quote for Asbestos Abatement & Contract for Services for the Skyline <br />Motel Redevelopment Project. <br /> <br />Commissioner Meehlhause thanked staff for describing the differences in Phase I and Phase II of <br />this project. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />7.
