Mounds View City Council July 22, 2019 <br />Regular Meeting Page 8 <br /> <br /> <br />City Administrator Zikmund reported the SBM Fire Department would be holding a recruiting <br />open house on Tuesday, September 24th from 6:00 p.m. to 8:00 p.m. <br /> <br />City Administrator Zikmund explained he was working on the 2020 budget with staff. <br /> <br />City Administrator Zikmund reviewed the topics that would be discussed at the August <br />worksession meeting. <br /> <br />City Administrator Zikmund stated he attended a meeting with Public Works and Community <br />Development staff today. He recommended the City begin charging an engineering review fee <br />for any type of construction, grading, fill or fence permit. He estimated half of the fences in the <br />City were located in the utility easement. He stated the fee should be around $130. <br /> <br />Council Member Gunn supported the City charging an engineering fee. <br /> <br />Council Member Bergeron asked how many of these permits the City had on a yearly basis. City <br />Administrator Zikmund estimated the City had 12 to 24 of these types of permits per year. <br /> <br />Mayor Mueller questioned what benefit was received by having an engineer review these <br />permits. City Administrator Zikmund stated this was a combination of having an engineer <br />review the grading and hydrology, along with seeing where the drainage and utility easements are <br />located. Public Works Director Peterson explained the engineer would be ensuring that the <br />proposed plans were not impacting the surrounding neighbors. <br /> <br />Mayor Mueller asked how other cities were handling these types of permits. City Administrator <br />Zikmund stated he had not researched how other cities were managing these types of permits. <br /> <br />Council Member Gunn explained she supported the City stepping up by having an engineering <br />firm reviewing all construction, grading, fill or fence permits. She recommended the fee be $170 <br />to allow for the City to also collect an administrative fee. <br /> <br />Council Member Bergeron agreed with the proposed fee amount. He commented the proposed <br />fee was the price of doing business and would ensure fences were not torn down in the future <br />because they were located on the City’s utility easement. <br /> <br />Further discussion ensued regarding the importance of an engineer reviewing construction, <br />grading, fill and fence permits. <br /> <br />Council Member Meehlhause supported the engineering review of these projects along with the <br />proposed fee. <br /> <br />Council Member Hull agreed. <br />
