Ordinance 962, First Reading and Introduction of an Ordinance Granting to <br />CenterPoint Energy Resources, a Natural Gas Utility, A Delaware <br />Corporation, its Successors and Assigns, a Nonexclusive Franchise to <br />Construct, Operate, Repair and Maintain Facilities and Equipment for the <br />Transportation, Distribution, Manufacture, and Sale of Gas Energy for <br />Public and Private Use and to Use the Public Ways and Public Ground of the <br />City of Mounds View, Minnesota, for Such Purposes; and Prescribing <br />Certain Terms and Conditions Thereof. <br /> <br />Finance Director Beer requested the Council grant CenterPoint Energy Resources a Nonexclusive <br />Franchise to Construct, Operate, Repair and Maintain Facilities and Equipment for the <br />Transportation, Distribution, Manufacture, and Sale of Gas Energy for Public and Private Use <br />and to Use the Public Ways and Public Ground of the City of Mounds View. He reported this <br />franchise with CenterPoint began in 1999. He noted the proposed franchise would allow <br />CenterPoint to continue operating in Mounds View and the document would include a sunset <br />provision. <br /> <br />MOTION/SECOND: Mueller/Hull. To Waive the First Reading and Introduce Ordinance 962, <br />an Ordinance Granting to CenterPoint Energy Resources, a Natural Gas Utility, A Delaware <br />Corporation, its Successors and Assigns, a Nonexclusive Franchise to Construct, Operate, Repair <br />and Maintain Facilities and Equipment for the Transportation, Distribution, Manufacture, and <br />Sale of Gas Energy for Public and Private Use and to Use the Public Ways and Public Ground of <br />the City of Mounds View, Minnesota, for Such Purposes; and Prescribing Certain Terms and <br />Conditions Thereof. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Ordinance 965, First Reading and Introduction of an Ordinance Amending <br />Chapter 514 Relating to Lawful Gambling. <br /> <br />City Administrator Zikmund requested the Council introduce an Ordinance amending Chapter <br />514 relating to Lawful Gambling. He reviewed the proposed change within the Code language <br />noting the Council was proposing to charge a 10% fee to those holding a charitable gambling <br />license. <br /> <br />Council Member Meehlhause requested the Council discuss the charities that should benefit from <br />these dollars at a future worksession meeting. City Administrator Zikmund reported he would <br />bring this item back to the Council for further discussion at the October worksession meeting. <br /> <br />MOTION/SECOND: Bergeron/Hull. To Waive the First Reading and Introduce Ordinance 965, <br />an Ordinance Amending Chapter 514 Relating to Lawful Gambling. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />E.
