MOU--N-DitSVV!rW <br />City of Mounds View Staff R <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item No: 08B <br />Meeting Date: August 12, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />Item Title/Subject: Resolution 9147, Revision to the 2019 Fee Schedule by Adding <br />an Engineering Plan Review Fee <br />Introduction: The City Council approved the 2019 Fee Schedule at the November 26, 2018 <br />City Council Meeting. Staff has proposed a revision to the fee schedule by adding an <br />engineering review fee for building and zoning permits. <br />Discussion: In recent years, the City has experienced an increase in complaints from <br />property owners regarding improper drainage on their property or adjacent properties. There <br />are many possible causes for the influx of drainage complaints. <br />As you may know, in the past when the properties in the City were platted, or when new <br />homes were built, drainage/grading plans or Certificates of Survey were not required. <br />Additionally, property owners will occasionally make improvements to their property without <br />a permit being obtained and thus no review. Either of these circumstances could result in <br />grading work being performed incorrectly or mistakenly in an easement, thus altering the <br />drainage flow potentially resulting in a negative impact to the property in question or adjacent <br />properties. <br />Sometimes, but not always, easement information is available on the MapRamsey, a County <br />interactive mapping application, the Certificate of Survey provided at the time of home <br />construction, or the original plat. However, not all surveys or plats show drainage easement <br />information as an easement could have happened AFTER the Survey was done or the final <br />plat was recorded. <br />The City is proposing an engineering plan review fee in which certain building or zoning <br />permits require an additional fee be charged. Generally, these would be decks, grading, fill, <br />driveways and structures proposed that are or may be in a Drainage & Utility Easement or <br />would impact drainage on the proposed or adjacent properties. The City would then outsource <br />review of the application to an engineering firm to review for potential drainage issues. This <br />will assist in alleviating changes in grading that could negatively affect drainage on the <br />property or other properties. <br />Strategic Plan Strategy Goal: Maintain and plan for infrastructure improvements. <br />Recommendation: Staff recommends approval of Resolution 9147, a resolution revising the <br />2019 fee schedule by adding an engineering plan review fee. <br />Respectfully Submitted, <br />Nyle Zikmund, City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
