Mourns ViEw <br />City of Mounds View Staff Report <br />Meeting Date: August 26, 2019 <br />Type of Business: Council Business <br />Administrator Review: <br />Item No: 08D <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9155, Approval of Service Contracts with Trane <br />Building Services and Architect Mechanical Inc. for Heating <br />Ventilation and Air Conditioning at City Buildings (HVAC) <br />Background: <br />The City owns thirteen separate facilities with heating, ventilation and air conditioning <br />(HVAC) equipment, which require more complex contractor assistance with preventative <br />maintenance to allow reliable, efficient and safe operation while providing comfortable <br />indoor air climates. While the Public Works Staff can perform limited and basic <br />maintenance, City Staff is not trained and does not have the necessary credentials to <br />perform the needed annual inspections and testing on the majority of the HVAC <br />systems, especially those at City Hall and the Community Center. The City has <br />traditionally contracted with qualified HVAC contractors to perform this needed service, <br />most recently with Trane Building Services. The Park Buildings and Water Facilities <br />have not had a maintenance contracts over the past few years. In addition to performing <br />preventative maintenance, the contractors are asked to make repairs to the equipment. <br />Discussion: <br />Service agreements with Trane have expired and the Public Works recently evaluated <br />the best approach to perform preventative maintenance to the HVAC equipment needs <br />for reliable efficient and cost-effective operations. After careful consideration, Public <br />Works is recommending that Trane Building Services perform BAS and HVAC equipment <br />maintenance to City Hall and Community Center Facilities and that Architect Mechanical, <br />Inc. perform HVAC equipment maintenance at the Public Works Facility and the <br />remainder of the municipal buildings. The following is a break down for the prices: <br />Trane Building Services: <br />Year 1: $4,550.75/quarter ($18,203 annually) <br />Year 2: $4,687.00/quarter ($18,748 annually) <br />Year 3: $4,827.75/quarter ($19,892 annually) <br />Year 4: $4,973.00/quarter ($19,892 annually) <br />Year 5: $5,122.50/quarter ($20,490 annually) <br />Architect Mechanical: <br />Year 1: $6,440 annually <br />Year 2: $6,440 annually <br />Year 3: $6,440 annually <br />Year 4: $6,440 annually <br />Year 5: $6,440 annually <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
