Mourns ViEw City of Mounds View Staff Report Meeting Date: August 26, 2019 Type of Business: Council Business Administrator Review: Item No: 08D To: Honorable Mayor and City Council From: Don Peterson, Public Works Director Item Title/Subject: Resolution 9155, Approval of Service Contracts with Trane Building Services and Architect Mechanical Inc. for Heating Ventilation and Air Conditioning at City Buildings (HVAC) Background: The City owns thirteen separate facilities with heating, ventilation and air conditioning (HVAC) equipment, which require more complex contractor assistance with preventative maintenance to allow reliable, efficient and safe operation while providing comfortable indoor air climates. While the Public Works Staff can perform limited and basic maintenance, City Staff is not trained and does not have the necessary credentials to perform the needed annual inspections and testing on the majority of the HVAC systems, especially those at City Hall and the Community Center. The City has traditionally contracted with qualified HVAC contractors to perform this needed service, most recently with Trane Building Services. The Park Buildings and Water Facilities have not had a maintenance contracts over the past few years. In addition to performing preventative maintenance, the contractors are asked to make repairs to the equipment. Discussion: Service agreements with Trane have expired and the Public Works recently evaluated the best approach to perform preventative maintenance to the HVAC equipment needs for reliable efficient and cost-effective operations. After careful consideration, Public Works is recommending that Trane Building Services perform BAS and HVAC equipment maintenance to City Hall and Community Center Facilities and that Architect Mechanical, Inc. perform HVAC equipment maintenance at the Public Works Facility and the remainder of the municipal buildings. The following is a break down for the prices: Trane Building Services: Year 1: $4,550.75/quarter ($18,203 annually) Year 2: $4,687.00/quarter ($18,748 annually) Year 3: $4,827.75/quarter ($19,892 annually) Year 4: $4,973.00/quarter ($19,892 annually) Year 5: $5,122.50/quarter ($20,490 annually) Architect Mechanical: Year 1: $6,440 annually Year 2: $6,440 annually Year 3: $6,440 annually Year 4: $6,440 annually Year 5: $6,440 annually The Mounds View Vision A Thriving Desirable Community
