The intent of increasing license fees is for rental property owners to pay for the service provided <br />to them by the City. Currently, the program is subsidized by the General Fund. By increasing <br />Fees, it will encourage owners to participate in the Crime Free Multi -Family Housing program, <br />thereby discounting their license fee, and theoretically reducing Staff time spent on investigating <br />and enforcing rental complaints and violations. <br />SUMMARY <br />The Rental program (inspections & administration) is heavily subsidized by the General Fund. <br />By increasing rental license fees, the goal is for the fees to cover the expenses, thereby <br />allowing more of the General Fund to be used for expenses that benefit all residents. <br />An erroneous notice was published in the August 22, 2019 edition of the New Brighton -Mounds <br />View Bulletin as Ordinance 966. Publication is not required. An amendment to the Fee <br />Ordinance is by Resolution (not by Ordinance). <br />Recommendation: <br />Staff recommends approval of Resolution 9159, Amending the 2019 Fee Ordinance, regarding <br />Rental License Fees.
