MOUNDS'MrW <br />City of Mounds View Staff Report <br />Item No: 8G <br />Meeting Date: August 26, 2019 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9157, Approve a Service Contract with Pioneer <br />Critical Power Inc. for Stand-by Emergency Generators <br />Background: <br />The City owns 3 emergency stand-by power generators, located at City Hall, the <br />Booster Station and Public Works. These units provide emergency power during local <br />power outages and in case of natural disasters. City Hall is designated as the <br />Emergency Operation Center (EOC). The generator at the booster station provides <br />power to the main water treatment plant, well #3 and the booster station. The Generator <br />at Public Works provides back up power to the building and the SCADA system, a <br />critical system for operating the entire City water and sanitary sewer system. <br />While the Public Works Staff can perform basic and some limited maintenance, City <br />Staff is not trained and does not have the necessary credentials to perform the needed <br />annual inspections and testing on these generators. The City has not contracted with <br />qualified contractors to perform this needed service in the past. Public Works Staff has <br />performed minor preventative maintenance and has contacted a service contractor <br />when problems occur or a unit fails in operation. This is not the proper preventive <br />maintenance required for stand- by/ back up power. The Generators are tested and run <br />the 1St Wednesday of each month, (weather depending). <br />Discussion: <br />Public Works recently evaluated the best approach to perform preventative maintenance <br />to the stand-by/back-up generators for the City. Public Works is recommending that <br />Pioneer Critical Power Inc. preform the annual testing and maintenance to all City <br />generators. The following is break down for the prices from Pioneer Critical Power Inc. <br />City Hall / EOC Generator: <br />Year 1: $552.96 annual ($487.45 annual no parts) <br />Year 2: $575.08 annual ($506.91 annual no parts) <br />Year 3: $598.08 annual ($527.19 annual no parts) <br />Year 4: $622.00 annual ($548.28 annual no parts) <br />Year 5: $646.88 annual ($570.21 annual no parts) <br />Sanitary Sewer Department Generators: <br />Year 1: $1,105.92 annual ($902.82 annual no parts) <br />Year 2: $1,150.16 annual ($938.94 annual no parts) <br />Year 3: $1,196.16 annual ($976.50 annual no parts) <br />Year 4: $1,244.00 annual ($1,105.56 annual no parts) <br />Year 5: $1,293.76 annual ($1,056.18 annual no parts) <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
