NIOUND11S, VIEW <br />City of Mounds View Staff R, <br />Item No: 5.D. <br />Meeting Date: September 9, 2019 <br />Type of Business: Council Consent <br />Administrator review: <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 9163, Appointing Nicholas Bohmert to Vacant <br />Maintenance Worker (Utility) Position <br />Background <br />Public Works Maintenance Worker Blaine Backes terminated employment from the Water <br />subdivision July 15, 2019. The City Council authorized Staff to begin the process of filling the <br />vacated position. Public Works Maintenance Worker Neil Hiatt moved to the Water subdivision <br />effective August 13, 2019, creating a vacancy in the Utility subdivision. Staff continued the <br />process of backfilling positions within the Public Works division. <br />Discussion <br />The Public Works Collective Bargaining Agreement requires jobs be posted internally for five (5) <br />working days so members of the bargaining unit may be considered for vacancies. Staff <br />advertised this position internally, and received a letter of interest from Nicholas Bohmert. Mr. <br />Bohmert has worked for the City since 2017 as the Public Works Community Center Custodian. <br />Mr. Bohmert has proven to be a dedicated employee during his time at the City, working additional <br />hours when needed, and adjusting his hours to arrive early to cover the Community Center. <br />Currently Mr. Bohmert is working towards achieving his Class B commercial driver's license, a <br />Water Supply System Operation Class D certificate, a Wastewater Operator Class S -D certificate, <br />and a Class S -C certificate. All license and certificates are required within 6 — 18 months of <br />obtaining the position of Public Works Maintenance Worker. <br />Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work. <br />Financial Impact: <br />Though Mr. Bohmert will acknowledge a wage increase, the City will experience a cost savings <br />as Mr. Bohmert is starting at Level A of the pay plan, whereas Mr. Backes left at Level C. <br />Recommendation <br />Staff recommends approval of Resolution 9163, appointing Nicholas Bohmert to vacant <br />Maintenance Worker (Utility) position. <br />Respectfully submitted, <br />• �1 <br />Rayla Sue Ewald <br />Human Resources Coordinator <br />
