Mounds View City Council September 9, 2019 <br />Regular Meeting Page 2 <br /> <br /> <br />Community Development Director Sevald discussed City Code pertaining to charitable <br />gambling. He noted an individual has suggested locating a bingo hall from Arden Hills to <br />Mounds View and City Code does not address this use. He questioned if the Council viewed <br />bingo halls as a commercial recreational use. If this were the case, staff noted the bingo hall <br />would be allowed but would require a charitable gambling license. <br /> <br />Council Member Meehlhause supported the Council discussing this possibility further. <br /> <br />Council Member Bergeron requested staff discuss this matter further with the City Attorney to <br />see if bingo halls were considered charitable gambling organizations. <br /> <br />Council consensus was to discuss the possibility of a bingo hall in Mounds View further at the <br />October worksession meeting. <br /> <br />8. COUNCIL BUSINESS <br />A. Public Hearing: Second Reading and Adoption of Ordinance 963, an <br />Ordinance Continuing a Franchise Fee on Center Pointe Energy Natural Gas <br />Operations within the City of Mounds View and Ordering Summary <br />Publication. ROLL CALL VOTE. <br /> <br />Finance Director Beer requested the Council adopt an Ordinance that would continue a franchise <br />fee with Center Pointe Energy for natural gas operations in the City of Mounds View. He <br />reviewed the sunset provision that was approved within Xcel Energy franchise and requested the <br />Council approve the sunset provision for the Center Pointe Energy franchise. <br /> <br />Mayor Mueller opened the public hearing at 6:43 p.m. <br /> <br />Hearing no public input, Mayor Mueller closed the public hearing at 6:43 p.m. <br /> <br />MOTION/SECOND: Gunn/Hull.
