RESOLUTION 7311 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING THE 2008-2009 LABOR AGREEMENT <br />WITH <br />AFSCME UNION LOCAL 5 <br />WHEREAS, the City Council does hereby ratify the AFSCME Union, Local 5 <br />Bargaining Unit Contract for 2008 and 2009, with the following amendments: <br />The revised contract includes the following provisions: <br />1. Waaes: <br />3.0% January 1, 2008 <br />3.0% January 1, 2009 <br />2. Insurance: <br />2008 Employer Contribution - $782.20 <br />2009 Employer Contribution - $832.20 <br />Add the following language in Article 19: If the increase in the lowest cost group <br />health premium for family coverage in 2009 is 15% or greater, the City will <br />contribute an additional $10 per month per employee. <br />To the extent allowed bylaw, the employer would pay Basic Medicare Select Senior <br />Gold Plan premium up to the employee benefit amount for employees with such <br />coverage. Said benefit will be done as a leffer of understanding so as to avoid the <br />concern of setting a precedent for other employees. This letter of understanding will <br />be updated into the 2008-2009 AFSCME Contract. <br />3. Uniform Allowance: <br />2008 - No Increase <br />2009 - $10.00 increase <br />4. Retirement Health Savings Plan <br />22.1 The EMPLOYER offers its EMPLOYEES a Retirement Health Savings Plan <br />(the "RHS PLAN" or "PLAN") pursuant to Interns! Revenue Code regulations, <br />through a third party administrator selected by the EMPLOYER. <br />Contributions to the RHS PLAN shall be as follows: <br />A. Upon separation from employment with the City, EMPLOYEES shall <br />contribute their compensation of accrued vacation and compensatory <br />time to the RHS PLAN. EMPLOYEES who have completed four <br />years of service upon separation shall contribute fifty percent (50%) of <br />unused sick leave to the PLAN, calculated against a maximum <br />accumulation of 960 hours, except as noted in Article 20.2 of this <br />
