RESOLUTION 7319 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />ESTABLISHING THE COMPONENTS OF THE PROGRAM TO INSTALL <br />INFILTRATION FEATURES IN CONJUNCTION WITH THE STREET AND <br />UTILITY IMPROVEMENT PROGRAM <br />WHEREAS, pursuant to Resolution No. 7176 approved by the City <br />Council on Oct. 22, 2007, the Street and Utility Improvement Program was <br />adopted in accordance with the recommendations of the Streets and Utilities <br />Task Force; and <br />WHEREAS, an essential component of the Street and Utility <br />Improvement Program is storm water improvements; and <br />WHEREAS, the City intends to improve the quality of storm water <br />through the improvements; and <br />WHEREAS, the improvements must also meet the requirements of <br />the Rice Creek Watershed District rules, which include an infiltration component; <br />and <br />WHEREAS, the recommendations of the Task Force identified that <br />the most cost effective measures would be used for storm water management; <br />and <br />WHEREAS, surface infiltration features within the City right-of-way <br />are the most cost effective measures; and <br />WHEREAS, pursuant to Resolution No. 7223 adopted by the City <br />Council on Feb. 11, 2008, the Streets and Utilities Committee was created; and <br />WHEREAS, pursuant to Resolution No. 7245 adopted by the City <br />Council on March 24, 2008, the members of the Streets and Utilities Committee <br />were appointed; and <br />WHEREAS, on July 15, 2008 the Streets and Utilities Committee <br />held a Public Meeting to review the storm water management aspect of the 2009 <br />- 2010 Street and Utility Improvement Project; and <br />WHEREAS, on July 21, 2008 the Streets and Utilities Committee <br />adopted recommendations for the surface infiltration features to be used on the <br />Street and Utility Improvement Program; and <br />
