Mounds View City Council September 23, 2019 <br />Regular Meeting Page 2 <br /> <br />Dory Fleisher, 2245 Oakwood Drive, introduced her daughter Carrie to the City Council noting <br />she was working towards her Girl Scouts Bronze Award. <br /> <br />Carrie Fleisher thanked the Council for their time and requested the City install a crosswalk at <br />the corner of Quincy Street and Oakwood Drive. She reported this crosswalk would be of benefit <br />given the location of Oakwood Park. She noted there was also a bus stop at this corner. She <br />stated there were also a number of little kids in her neighborhood that walked to the park and <br />needed safe passage. She feared cars were driving too fast past the playground. She explained <br />she had a petition with 35 signatures from her neighbors in support of the crosswalk. <br /> <br />Mayor Mueller thanked Ms. Fleisher for her presentation and requested the petition be given to <br />the City Council for further consideration. She requested further information from Ms. Fleisher <br />regarding the Bronze Award. Ms. Fleisher stated the Bronze Award was one of the three highest <br />awards in the Girl Scouts program. <br /> <br />Councilmember Bergeron recommended the petition be passed along to Public Works Director <br />Peterson. <br /> <br />7. SPECIAL ORDER OF BUSINESS <br /> <br />Mayor Mueller requested Item 7D be discussed prior to Item 7A. The Council supported this <br />request. <br /> <br />D. State Senator Jason Isaacson. <br /> <br />Senator Jason Isaacson thanked the Council for their time. He provided the Council with an <br />update from the Senate and discussed the upcoming legislative session. He discussed the bills <br />that he proposed in the previous year and encouraged the Council to contact him with any <br />bonding requests the City of Mounds View may have. He reported higher education was a main <br />priority for him, along with mental health support. He stated he would be working on the insulin <br />and elderly housing crisis in 2020. He commented further on the initiatives that were important <br />to him and asked for comments or questions. <br /> <br />Council Member Meehlhause asked if maintenance of the City’s water treatment plants could be <br />considered as a bonding bill for the State. City Attorney Riggs stated this was possible noting <br />this would depend on the financing for this project. <br /> <br />Council Member Meehlhause questioned where things were headed from a legislative standpoint <br />for mental health. He commented NYFS was struggling to maintain its revenues but was a vital <br />partner in this community. Senator Isaacson explained at some point politics have to be put aside <br />in order to care for those struggling with mental health. He commented on the dollars that were <br />needed in order for the State to address mental health, education and transportation. <br /> <br />Council Member Gunn stated NYFS has hired a case manager to assist the Police Department <br />with addressing those with mental instability who have frequent police contact.
