Item No: 08A <br />Meeting Date: Sep 23, 2019 <br />MO- - Type of Business: Council Business <br />UNDS VIEW City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: PUBLIC HEARING: Second Reading, and Adoption of Ordinance <br />966, Vacating portions of Greenfield Avenue Right -of -Way and <br />Easements, as part of Crossroad Pointe ROLL CALL VOTE <br />Introduction: <br />INH Properties is proposing to build a 127 -unit apartment building at the South corner of Mounds <br />View Boulevard and County Road H2 to be known as Crossroad Pointe. The project will require <br />that a portion of Greenfield Avenue (highway easement) through the site be vacated, along with <br />easements for utilities, storm sewer, driveways, and parking, associated with the former land use <br />(Roberts, Taiko, and Premium Stop). <br />Discussion <br />The project is divided by Greenfield Avenue. The approved Preliminary Plat and Development <br />Review includes the closure of the street, terminating as a hammerhead dead end inside the <br />project area. Once the street is vacated and the property sold, the street will be blocked off. This <br />will occur by December 31, 2019. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and updated list of available <br />sites, encourage landowners to maintain their properties, & consider residential redevelopment. <br />Financial Impact: <br />The Development Agreement includes an allowance for infrastructure expenses. The Developer <br />will pay any additional costs. <br />Recommendation: <br />Staff recommends the Council conduct a Public Hearing, Second Reading and Adoption of <br />Ordinance 966, vacating portions of Greenfield Avenue, and private easements. <br />A Public Hearing was notice' was published in the September 11, 2019 edition of the New <br />Brighton/Mounds View Bulletin, and mailed to property owners affected by the closure of <br />Greenfield Avenue. Ordinance 966 <br />Mounds View City Charter, Section 12.06 (Vacation of Streets): The Council may by ordinance vacate any street or alley or <br />other public grounds or part thereof within the City. Such vacation may be made only after published notice in the official <br />newspaper and an opportunity for affected property owner and public to be heard, and upon such further terms and by such <br />procedure as the Council by ordinance may prescribe.
