(Advanced Engineering <br />and Environmental Services, Inc.) to complete final design plans <br />and prepare documents and specifications for bidding for the <br />Water Treatment Plant Rehabilitation Project <br />Background/Discussion: <br />The Public Works Department has many responsibilities including efficiently operating the <br />water distribution system. The system includes (6) wells, an elevated water tower, a ground <br />reservoir, a booster station and (3) water treatment plants; years they were built: <br />Facility <br />Built <br />Well 1 <br />1961 <br />Well 2 <br />1962 <br />Well 3 (WTP 1) <br />WTP 1 Upgraded <br />1970 <br />1991 <br />Well 4 <br />1971 <br />Well 5 (WTP 2) <br />1971 <br />Well 6 (WTP 3) <br />1971 <br />Ground Reservoir <br />1971 <br />Booster Station <br />1971 <br />Water Tower <br />1992 <br />The water treatment systems have been in operation for over 45 years with no major <br />upgrades or repairs to the system. Routine maintenance has been performed on the well <br />motors and pumps and the operating systems and controls have had only minor repairs. <br />Public Works has discovered that many of the components are obsolete and no longer are <br />available to make repairs. <br />The City Council approved a water production study be completed and a management <br />program be prepared by AE2S. After the study was completed the results along with a time <br />line for upgrades and improvements to the plants were presented at the October, 3, 2016 City <br />Council Work session. At this meeting Staff recommended that Engineering and bidding to <br />start for these needed improvements start in 2019 with Construction to take place in 2020 <br />and 2021. <br />At the March 25t", 2019 City Council Meeting the Council approved AE2S to perform the <br />water study and proceed with design and bidding phases of the rehabilitation of WTP No. 1, <br />WTP No. 2, WTP No. 3, and the Booster Station. AE2S has the plans and specifications at <br />the 95% milestone of the final design phase, with bidding anticipated at the end of October. <br />
