Mourns ViEw <br />of Mounds View Staff R <br />Item No: 8G <br />Meeting Date: October 14, 2019 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9175, Authorizing the installation of No Overnight <br />Parking Signs and No Parking Signs <br />Background: <br />Staff has been made aware of separate parking issues within the City. <br />• Individuals parking vehicles overnight at the Mounds View Community Center. <br />• Parking on both sides of the street on Irondale and Bona Roads, just north of <br />County Road H. <br />• Splash Down patron parking on Edgewood Drive <br />Discussion: <br />The Community Center Parking Lot is designed for guest and patrons of the Community <br />Center. The last several months, residents from the neighboring apartment complexes <br />have been using the parking lot for overnight parking. Currently the parking lot is not <br />signed for overnight parking making enforcement a challenge. In addition, by allowing <br />parking overnight at this facility, Public Works cannot complete snow removal operations <br />efficiently and thoroughly. <br />Additional Discussion: <br />Irondale High School is having a major construction project this year. It has been <br />discovered that students/drivers are using Irondale and Bona Roads, both sides of the <br />roads, for parking during the school day/evening making travel difficult for other vehicles. <br />An additional concern is that during the winter months plow trucks along with emergency <br />vehicles will not be able to safely or possibly not at all, have access through these streets. <br />Continued Discussion: <br />The 2019 opening of Splash Down created a parking issue for the residents and the Police <br />Department on Edgewood Drive. Staff has determined that no parking signs should be <br />installed on the north side of Edgewood Drive (Bronson to Bronson Drives) from Memorial <br />Day to Labor Day. It should be noted that the North side of the MVCC continues to allow <br />for many vehicles to park and have safe access to the crosswalk connecting to Splash <br />Down. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact The 2019 budget, Street Sign Budget has funds for sings account 100- <br />4475-1600 will be used for the necessary signage.
