Mounds View City Council October 14, 2019 <br />Regular Meeting Page 6 <br /> <br />further on the goals within the HOPP program. Public Works Director Peterson stated the City <br />also has to address its man holes as these were letting stormwater runoff into the sanitary system. <br /> <br />Council Member Bergeron indicated he believed this was a very worthy program. <br /> <br />Council Member Hull questioned if the City would be charging businesses and multi-family <br />buildings a higher fee. City Administrator Zikmund commented staff has been focusing on <br />residential lines at this time, but noted multi-family and commercial properties would also need to <br />be inspected. He reported fees would be established for each type of property within the 2020 fee <br />schedule. <br /> <br />Further discussion ensued regarding the low interest loans that were available from the MPCA. <br /> <br />MOTION/SECOND: Gunn/Bergeron. To Waive the First Reading and Introduce Ordinance 967 <br />Lateral Sewer Line Inspection. <br /> <br />Council Member Meehlhause stated he believed this was a worthwhile endeavor for the City to <br />pursue. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />F. First Reading, Ordinance 968, Title 1000, Chapter 1200 – Recreational Fires. <br /> <br />City Administrator Zikmund requested the Council introduce an Ordinance relating to recreational <br />fires in Mounds View. He explained this amendment was being proposed by the City’s <br />prosecuting attorney due to unclear language contained in this section of the Code. He reviewed <br />the proposed language change with the Council and recommended introduction of the Ordinance. <br /> <br />MOTION/SECOND: Gunn/Hull. To Waive the First Reading and Introduce Ordinance 968, <br />Title 1000, Chapter 1200 – Recreational Fires. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />G. Resolution 9175, Approving the Installation of Various No Overnight <br />Parking Signs and No Parking Signs. <br /> <br />Public Works Director Peterson requested the Council approve the installation of various No <br />Overnight Parking signs and No Parking signs. He reviewed the location of the proposed signs, <br />which included the Mounds View Community Center and near Irondale High School, and <br />recommended approval. <br /> <br />Council Member Gunn commented on the motorhome that was parked at the Community Center. <br /> <br />Council Member Meehlhause asked if there were No Overnight Parking signs posted at Silver <br />View Park. Public Works Director Peterson stated this was posted on the park rules sign. <br /> <br />
