Increased building height (+ one story). <br />As a PUD, the project exceeds the minimum standards in the following areas: <br />1. Increased exterior finishes (+ 40%). <br />2. Increased pedestrian access (e.g. sidewalks). <br />3. Private amenities viewable from public roads which enhance a "sense of community' at this <br />corner (common areas = patios, decks, outdoor seating, playground, dog run, etc.) <br />4. The architecture of the building complements that of the neighboring Bel Rae Senior Living. <br />A Public Hearing will be scheduled by the City Council for Monday, June 24, 2019 at 6:30 PM. <br />Staff Recommendation <br />Staff recommends approval of the CUP for a Residential PUD, and Development Review, and <br />recommends the following changes to plans submitted May 30, 2019: <br />1. Exterior Lighting: Remove or modify an exterior light in the parking lot which causes light <br />trespass exceeding the City's lighting standards. <br />2. Dog Run: 4' chain-link fence be changed to 4' ornamental fence. <br />3. Over -story Trees: Consider additional trees along the project perimeter (decision should be <br />made on-site after the building and parking lot are built). <br />4. Fire Access: Consider emergency access between Greenfield Ave hammerhead, and <br />parking lot. <br />The Planning Commission is requested to consider the following options: <br />1. Approve Resolution 1099-19, recommending approval of the CUP and Development <br />Review. <br />2. Deny Resolution 1099-19. If the Commission chooses this option, Staff would need to be <br />directed to draft a resolution of denial with findings of fact appropriate to support the denial. <br />3. Table the request. If additional information is needed before a decision can be rendered or <br />if more discussion is needed, the Commission can simply move to table the request until <br />such information has been provided. Staff have administratively extended the City's 60 - <br />Day review, now expiring September 2, 2019. <br />
