Mounds View Planning Commission <br />Regular Meeting DRAFT <br />April 17, 2019 <br />Page 4 <br />Commissioner Nelson questioned how many tires were in the long semi -trailer behind the store. <br />Mr. Soussi estimated the trailer was housing 800 used tires. He noted he has been in contact <br />with the semi -trailer owner and noted this trailer would be impounded this weekend and the <br />other semi -trailer would be removed by Monday. He explained the U -Haul truck would be <br />getting tabs in order to be used by the business to bring tires to and from the site. <br />Commissioner Nelson stated again that he would like a more clear direction for this property <br />than a "couple of months". Mr. Soussi explained it was his goal to have a site manager in place <br />and the property cleaned by June 1St <br />Commissioner Monn asked if the Commission could table action on this item. She feared that <br />another accident could happen and the site would remain vacant. She stated she wanted the <br />property owners to have a more clear plan in place for the property. Community Development <br />Director Sevald commented the Planning Commission could table action on this item but noted <br />the City would continue to address the code enforcement issues with the property owners. He <br />explained it was not Mr. Soussi's intent to install tires at this location, but rather would be <br />running a retail store from this location. Therefore, he recommended the Conditional Use Permit <br />revocation proceed. <br />Commissioner Farmer asked if the trailers were allowed on the site. Community Development <br />Director Sevald reported the trailers were not allowed and were being used for outdoor storage <br />purposes. <br />Commissioner Farmer supported the revocation of a Conditional Use Permit for the minor auto <br />repair due to the fact there was no reason for it. <br />Commissioner Nelson agreed. <br />Chair Stevenson stated it was not the Planning Commission's place to set timelines for code <br />compliance issues. Community Development Director Sevald reported this was the case and <br />explained Mr. Soussi has made progress on the site. <br />MOTION/SECOND: Commissioner Nelson/Commissioner Monn. To approve Resolution <br />1096-19, a Resolution Recommending Revocation of a Conditional Use Permit for a Tire and <br />Minor Auto Repair Store. <br />Ayes — 5 Nays — 0 Motion carried. <br />6. Other Planning Activity <br />A. Discussion — 2040 Comprehensive Plan <br />Community Development Director Sevald introduced the 2040 Comprehensive Plan to the <br />Commission. He explained this document was a planning or guiding document for the City to <br />
