Item No: 05E <br />019 <br />MOTAVDS �. fE__ T Type Meeting Date: June 19, U19 <br />�/iJ.:.1'Y T e of Business: Planning Case MU 19-001 <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 1100-19, Recommending Approval of the <br />Preliminary Plat of Crossroad Pointe, a Major Subdivision, <br />located at 2390, 2394 Mounds View Boulevard, and 2400 <br />County Road H2 (Planning Case MU19-001) <br />Introduction <br />INH Properties is proposing to develop a 128 -unit apartment building at the south corner of <br />Mounds View Boulevard and County Road H2. The project involves multiple planning <br />applications, including a request for Preliminary Plat approval. <br />Discussion <br />As -is, the project consists of three parcels, divided by Greenwood Ave. The Developer is <br />proposing that the City vacate the street and all city easements, and combine the properties into <br />one lot. Greenfield Avenue would terminate as a Hammerhead dead-end. There would be no <br />access from Greenfield Avenue into the plat. All access from the plat would be from Edgewood <br />Drive, as was directed by the City Council at its February 4, 2019 Work Session. <br />Analysis <br />A Preliminary Plat of a Major Subdivision involves the division of property in which more than <br />one additional parcel or lot is created, or which is two acres or larger in size. The subject <br />property is four acres (excluding right-of-way dedication). <br />The property is zoned PUD Planned Unit Development, and guided as Mixed Use PUD in the <br />Comprehensive Plan (2008). Minimum lot size and dimensions are to be determined by the City <br />Council as subject to an approved PUD. <br />The Developer has submitted a Survey, Preliminary Plat, Final Plat, and Grading & Drainage <br />Plan to the City. Staff disseminated plans to applicable departments and agencies for <br />comments. The City has completed a Title Certificate, to be reviewed by the City Attorney. <br />In general, the Preliminary Plat is consistent with the City Code, subject to Rice Creek <br />Watershed District (RCWD) permitting requirements, and any requirements of the County <br />Surveyor. <br />Approval of a Preliminary Plat provides direction from the City to the Developer to prepare <br />Final Plat, to be approved at a later date. <br />
