The property owner shall provide an escrow to the City, equal to the cost of removing the <br />west curb cut and apron, and restoring the curb. The escrow shall be paid at the time a <br />permit is issued for the new (east) driveway. The City may hold this escrow in a non- <br />interest bearing account, and refund it to the Applicant only when the Applicant removes <br />the west curb-cut and apron, and restores the curb. <br /> <br />3.
