EDA RESOLUTION 08-EDA-247 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION AUTHORIZING EXERCISE OF CERTAIN DUTIES OF TREASURER IT IS HEREBY RESOLVED by the Board of Commissioners (the "Board") of the Economic Development Authority of the City of Mounds View, Minnesota (the "EDA") as follows: 1. Exercise of Certain Duties of Treasurer. The Board hereby appoints and approves the City of Mounds View Finance Director as the Assistant Treasurer of the EDA. The Assistant Treasurer shall act as the Treasurer's agent and assistant to perform the following duties, subject to the Treasurer's and the Board's approval thereof: (a) The Assistant Treasurer, on behalf of the Treasurer, shall keep regular books of accounts showing receipts and expenditures and shall renderto the Board, at least annually (or more often when requested), an account of such transactions and also of the financial condition of the EDA. (b) The Assistant Treasurer, on behalf of the Treasurer, shall have the care and custody of all funds of the EDA and shall deposit the same in such bank or banks as the City Council has selected as depositories of the City of Mounds View, Minnesota (the "City") in the name of the EDA or in accounts established in the name of the City. The Assistant Treasurer, on behalf of the Treasurer, shall maintain books and records to identify and funds of the EDA held in accounts established in the name of the City. (c) The payment or disbursement of funds of the EDA shall be at the direction of the Board from moneys of the EDA held in accounts of the City as provided in Clause (b), above. All orders and checks for such payments or disbursements by the City on behalf of the EDA shall be signed in accordance with the policies and procedures of the City and shall state the nature of the claim for which the check is issued. (d) In accordance with Minnesota Statutes, Section 469.096, Subdivision 6, the Assistant Treasurer, on behalf of the Treasurer, shall give bond to the state conditioned for the faithful discharge of official duties. The bond provided by the Assistant Treasurer for the faithful discharge ofhis/her official duties as treasurer of the City is hereby approved and accepted in satisfaction of Minnesota Statutes, Section 469.096, Subdivision 6.
