M0U__N_DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 05D <br />Meeting Date November 12, 2019 <br />Type of Business: Consent Agenda <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9184, Authorizing application to submit zero <br />interest loan application to MPCA to aid funding HOPP <br />program <br />Introduction: <br />As part of the HOPP program, lateral sewer line inspection and repair will become <br />mandatory at point of sale of a property beginning January 1, 2020. The Minnesota <br />Pollution Control Agency provides up to $2 million in zero interest loan money that can <br />be used to aid homeowners in covering the cost of the repairs. <br />Discussion: <br />This item was discussed in-depth at Council Workshop on November 4, 2019. There is <br />no cost to the city, the loan period if 3 years with a one year extension granted upon <br />request. The payback can occur over 1 year. The City can impose interest to the end <br />user but at this point, based on the workshop discussion, the city will not impose an <br />interest rate. The loans can also be used for property owners who are not compelled to <br />comply as they are not selling but want to televise and based on that report, repair the <br />line to forego unexpected failure. <br />Strategic Plan Strategy/Goal: <br />Making Mounds View a welcoming place. <br />Financial Impact: <br />City will incur modest administration costs which may and should be offset by <br />reductions (will take some time) in the INI invoice from the Met Council. <br />Recommendation: <br />Staff recommends adoption of Resolution 9184. <br />Respectfully submitted, <br />Nyle Zikmund <br />Attachment(s): <br />1.
