Item No: 5.F. <br />Meeting Date: November 12, 2019MOUND11SzTSW <br />Type of Business: Council Consent <br />Administrator review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mark Beer, Finance Director <br />Item Title/Subject: Resolution 9190 Approving Severance for Andy Nelson, <br />Parks/Forestry Maintenance Worker <br />Background <br />Andy Nelson has resigned from his position effective November 13, 2019. Andy has been <br />employed by the City since May 29, 2018. Attached is Resolution 9190, which authorizes <br />severance to Mr. Nelson in accordance with the Public Works Collective Bargaining <br />Agreement and the City's Personnel Manual. <br />nicrimcinn <br />Articles 26 (Severance) and 27 (RHSP) of the Public Works Labor Agreement provide <br />direction concerning severance payouts. Article 26 indicates that upon separation of <br />employment with the City, the employee shall be provided severance compensation of <br />accrued and unused vacation hours and accrued compensatory time. In addition, Article <br />27 indicates that, upon separation, employees who have completed two years of service <br />and leave in good standing shall have fifty percent (50%) of unused sick deposited into <br />the employee's Retirement Health Savings Plan. Mr. Nelson did not have 2 years of <br />service. <br />The following represents severance eligible to Mr. Szurek: <br />Hours <br />Hourly rate Payout <br />Vacation Hours 57.58 <br />$30.31 $ 1,745.25 Cash Payout <br />Comp Hours .64 <br />$30.31 $ 19.40 Cash Payout <br />Total Severance: $ 1,764.65 <br />Recommendation <br />Staff recommends approval of Resolution 9190 authorizing severance to Andy Nelson <br />pursuant to the Public Works Collective Bargaining Agreement and the Mounds View <br />Personnel Manual. <br />Respectfully submitted, <br />Mark Beer <br />Finance Director <br />
