M0U--N-DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08C <br />Meeting Date November 12, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9188 Approving of Joint Powers Agreement with <br />the City of Spring Lake Park to provide Building Official <br />Services. <br />Introduction: <br />Staff has shared in weekly update reports and verbal reports ongoing conversations <br />with Spring Lake Park to supplement/share Building Official Services. Staff has <br />explored and had MV Building Official Nick Henly meet with SLP Code Official Jeff <br />Baker. Mr. Baker recently completed training and will be taking his Limited Building <br />Official exam and upon successful completion, can regulate 1 and 2 family construction <br />related but has to work under a Certified Building Official for all others. <br />Discussion: <br />Spring Lake Park was unable to hire a new Building Official when their 20+ year <br />employee retired. SLP Administrator Buchholtz and I talked about a solution which <br />resulted in them hiring an SBM volunteer and experienced fire and code official with a <br />commitment to invest in his development towards a full Certified BO. Mr. Baker will be <br />able to augment the daytime fire response as well as provide fire expertise to our <br />building official and while not part of the JPA, provide vacation coverage for each other <br />during those absences. Mr. Baker will eventually, likely within one but no less than two <br />years; obtain his CBO practically rendering the JPA obsolete but in that time, laying the <br />groundwork for shared services. <br />Strategic Plan Strategy/Goal: <br />No direct tie to Strategic Plan but indirect support of investing in personnel and <br />maintaining infrastructure. <br />Financial Impact: <br />No impact, hourly rate will cover all of our costs but not produced additional revenue. <br />Recommendation: <br />Staff recommends adoption of Resolution 9188. <br />Respectfully submitted, <br />Nyle Zikmund <br />RESOLUTION NO 9188 <br />CITY OF MOUNDS VIEW <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
