M0U--N-DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08A <br />Meeting Date November 25, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: First Reading Ordinance 969 Title 900, Chapters 906 and <br />907, Water Meters and Sump Pump discharge <br />Introduction: <br />Chapter 900 had previously been reviewed and updated earlier this year. However, <br />components of the HOPP Program required a modest update to two of the chapters; <br />906 which addresses water meters and 907 which deals with discharges into the <br />sanitary sewer system. <br />Discussion: <br />As discussed at numerous workshop and council meetings, the HOPP or Water <br />Preservation Program scheduled to be launched January 1, 2020; addresses multiple <br />facets — all related to preserving and conserving water. <br />To that end, council discussed replacing all water meters in the city for a number of <br />reasons that include; <br />1. Currently we do not own them and property owners were able to purchase <br />whatever they wanted leading to inconsistency and data driven concerns on <br />accuracy. <br />2. Some are very old as defined by more than 25 years and possibly, twice that. As <br />they age, their accuracy does become and issue. <br />3. New technology enables more accurate reading and depending on the type of <br />reader, forensic analysis of usage by time of day and day of week. <br />The other change is technical and clarifies current practice and Met Council regulatins <br />of now allowing sump pump discharge into the sanitary sewer system. <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements including waste water, water, & <br />transportation <br />Financial Impact: <br />Water utility fund will be used to purchase and install meters. Depending on revenue <br />captured via more accurate meters, the fund may or may not need an increase to the <br />rate. If required, per council direction at workshop — a temporary fee per quarter <br />sufficient to cover the cost will be implemented and upon completion of the installation <br />upgrade, will be eliminated from the utility bill. <br />Recommendation: <br />Staff recommends the Council conduct First Reading of Ordinance 969. <br />The Mounds View Visio_ <br />A Thriving Desirable Comn,_�.... <br />
