Item 08A <br />Page 3 of 4 <br />RESOLUTION 9195 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION AUTHORIZING THE SUBMITAL OF THE DRAFT 2040 COMPREHENSIVE <br />PLAN TO THE METROPOLITAN COUNCIL FOR REVIEW <br />WHEREAS, MN Statute §462.357, Subd 2 authorizes municipalities to adopt a land use <br />plan (Comprehensive Plan) containing objectives, policies, standards, and programs to guide <br />public and private land use, development, redevelopment and preservation for all lands and waters <br />within the City's jurisdiction, as described in MN Statute §473.859; and, <br />WHEREAS, the City Council adopted a Comprehensive Plan for the City of Mounds View <br />in 1959 (Mounds View Municipal Code, Title 400, Section 401.09); and, <br />WHEREAS, the Comprehensive Plan shall be updated and reviewed by the Metropolitan <br />Council every ten years as required under MN Statute §473.864, Subd 2, with the current update to <br />be submitted for review by December 31, 2018; and, <br />WHEREAS, the City requested an extension (Resolution 8942), and the Metropolitan <br />Council approved an extension through December 31, 2019; and, <br />WHEREAS, the Metropolitan Council provided the City with a "Checklist of Minimum <br />Requirements for Mounds View", including required information to be displayed through maps and <br />tables. This checklist was used by the City as an outline for the DRAFT Comprehensive Plan; and, <br />WHEREAS, The City Council appointed a nine -member Taskforce consisting of <br />representatives from; the City Council (1); Planning Commission (2), Parks, Recreation, & Forestry <br />Commission (2); Economic Development Commission (2); and at -large residents (2); and, <br />WHEREAS, the Taskforce met between January, 2018 and April 2019, to review and <br />discuss the DRAFT Comprehensive Plan, and make recommendations. These meetings were <br />open to the public and noticed; and, <br />WHEREAS, on May 21, 2019, the DRAFT Comprehensive Plan was submitted to adjacent <br />communities and agencies for a required six-month review and comment period; and, <br />WHEREAS, on December 2, 2019, the City Council reviewed comments submitted during <br />this six-month review period, providing a verbal consensus to amend the 2040 Future Land Use <br />Map regarding the Skyline redevelopment area (change from Light Industrial, to Mixed Use), and to <br />make grammatical edits; and <br />WHEREAS, on December 4, 2019, the Planning Commission reviewed the DRAFT <br />Comprehensive Plan, providing the same recommendation (Resolution 1107-19); and, <br />WHEREAS, on December 9, 2019, the City Council conducted a Public Hearing to <br />consider the DRAFT 2040 Comprehensive Plan to be submitted to the Metropolitan Council for its <br />review; and, <br />NOW, THEREFORE, BE IT RESOLVED, that in consideration of recommendations <br />provided by the Comprehensive Plan Taskforce, the Planning Commission, adjacent city/agency <br />Tile Niounds die � isiojj <br />A Thrivitw Destrahle Conimionrn <br />
