ORDINANCE N0.804 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AN ORDINANCE AMENDING TITLE 1300, FLOOD CONTROL <br />REGULATIONS, BY ADDING A NEW CHAPTER 1303 ENTITLED <br />CONSTRUCTION SITE AND LAND DISTURBANCE RUNOFF CONTROLS <br />The City of Mounds View ordains: <br />SECTION 1. Title 1300, "Flood Control Regulations" of the Mounds View Municipal <br />Code is hereby amended by adding a new Chapter 1303, "Construction Site and <br />Land Disturbance Runoff Controls" as follows: <br />CHAPTER 1303 <br />CONSTRUCTION SITE AND LAND DISTURBANCE RUNOFF CONTROL <br />SECTION: <br />1303.01: Findings of Fact <br />1303.02: Purpose <br />1303.03: Definitions <br />1303.04: General Conformance <br />1303.05: Conflict with other laws <br />1303.06: Land Disturbance Permit <br />1303.07: Submittal Requirements <br />1303.08: Permit Review and Approval Process <br />1303.09: Enforcement Process <br />1303.10: Penalties <br />1303.01: Findings of Fact: The City of Mounds View hereby finds that <br />uncontrolled land disturbance activities are subject to SOIL EROSION and other <br />pollutants which enter into receiving water bodies adversely affecting the public <br />health, safety and general welfare by impacting water quality, creating nuisances, <br />impairing other beneficial uses of environmental resources and hindering the <br />ability of the City of Mounds View to provide adequate water, sewage, flood <br />control and other community services. <br />
