The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 02 <br />Meeting Date: Dec 2, 2019 <br />Type of Business: WS <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Review Draft Comprehensive Plan <br /> <br /> <br />Discussion: <br />The Comprehensive Plan is a 20-year guide for land use and related topics. The Plan includes <br />a Future Land Use Map, and Goals & Policies related to numerous topics. These Goals & <br />Policies are used as “Findings of Facts” when justifying approval of land use applications, such <br />as plats, rezonings, conditional use permits, variances, etc. Additionally, the City’s Plan is to be <br />consistent with the Metropolitan Council’s 2040 Thrive MSP regional plan. <br /> <br />The City Council previously reviewed the Draft Comprehensive Plan on May 13th. The Draft <br />Plan was published on the City’s website on May 14th, and distributed to adjacent <br />cities/agencies for comments for a mandatory six-month review period, expiring November 21st. <br />Comments were received from Blaine, Fridley, RCWD, MnDOT and the DNR (attached). <br /> <br />The intent of the December 2nd Work Session discussion is to review these comments and any <br />changes to the Plan since May 13th. The Planning Commission will do the same (December <br />4th), and the City Council will hold a Public Hearing on December 9th, to consider submitting the <br />Plan to the Metropolitan Council, due by December 31st. <br /> <br />The Metropolitan Council is tasked with reviewing 187 comprehensive plans. The majority of <br />the plans submitted have been determined to be incomplete, and returned to cities, with <br />comments for editing and resubmittal. Staff expects the same to occur with Mounds View’s <br />plan. Once the Metropolitan Council accepts the Plan as complete, this provides a “green light” <br />for the City Council to adopt the Plan. Until that time, the 2010 Plan is in effect, and cannot be <br />amended (e.g. the Zoning Map cannot be amended if it conflicts with the 2010 plan). <br /> <br />Strategic Plan Strategy/Goal: <br />Fiscal Stability. <br /> <br />Maintain good infrastructure in such a way that is walkable, attractive, safe, and affordable. <br /> <br />A progressive City that is welcoming, and a desirable destination to all ages & cultures, who <br />seek progress through partnerships, and a place where residents can work, live, and play safely <br />and show pride in the community. <br /> <br />Create and maintain a positive business climate where businesses want to locate and remain in <br />Mounds View. <br /> <br />Financial Impact: <br />The Comprehensive Plan update is funded through 2019. It is anticipated that unbudgeted <br />expenses will occur in 2020 in response to the Metropolitan Council’s review. <br /> <br />Recommendation: <br />Ask questions, and discuss.
