<br />City of Mounds View | 2040 Comprehensive Plan <br />DRAFT November 27, 2019 <br /> <br /> <br />Chapter 1: Background | 1-4 <br /> <br />In addition to the April 2018 public opinion survey, public participation <br />included an open house conducted during the Annual Town Hall Meeting, <br />held April 30, 2018 and April 15, 2019. The City Council conducted a Public <br />Hearing on ___________, reviewing the Draft Comprehensive Plan, directing <br />Staff to forward the Draft onto the Metropolitan Council (Resolution _____). <br /> <br />TCAAP <br />The Twin Cities Army Ammunition Plant <br />(TCAAP) was located on 2,370 acres in <br />Arden Hills, adjacent to Mounds View. <br />TCAAP was established in 1941, and <br />decommissioned during the early <br />2000’s. At its height, it employed 26,000 <br />workers. In 2013, Ramsey County <br />purchased 427 acres for “Rice Creek <br />Commons”, a planned mixed-use <br />redevelopment. <br />Though its future is still unknown, Rice <br />Creek Commons could be home to <br />around 4,000 residents, in about 270- <br />520 single-family homes, 240-360 <br />townhomes, and 180-240 multi-family <br />units. Rice Creek Commons could <br />additionally accommodate 159 acres of <br />commercial, retail, office and flex space <br />(extrapolated from Arden Hills <br />Comprehensive Plan, Table 6.3 and <br />7.3). <br />As the project develops, there will likely <br />be residential redevelopment within <br />proximity of the Mounds View <br />Boulevard and County Road H <br />intersection. This area currently <br />consists of a mix of entertainment, <br />hospitality, and service-oriented <br />businesses. <br />There will be additional demand for <br />such land uses not permitted within <br />Rice Creek Commons, such as auto <br />dealers, warehousing, and other uses <br />requiring outside storage. <br />Mounds View will also benefit as an <br />affordable alternative to the higher-end <br />homes planned in Arden Hills. Mounds <br />View neighborhoods will have a closer <br />proximity to TCAAP attractions than <br />many Arden Hills and Shoreview <br />neighborhoods. <br />Additionally, Ramsey County plans <br />major improvements to the Rice Creek <br />North Regional Trail, creating a major <br />regional recreational designation for <br />cross country skiing, single-track <br />mountain biking, and canoeing.
