The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08H <br />Meeting Date December 9, 2019 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Second Reading Ordinance 971 Chapter 1012, Rental <br />Licensing <br /> <br />Introduction: <br />Chapter 1000 was recently updated this past summer. However, based on recent <br />changes, specifically the new rental fees and crime free program targeting problem <br />properties and incentivizing landlords to participate, modest changes to the code are <br />needed. The ordinance has been published on our web page since November 19, <br />2019. No changes are proposed by staff nor have any communications been received. <br /> <br />Discussion: <br />Section 1 – Technical conformance with current law and practice. <br />Section 2 – Provisions/changes to reflect recent changes to the rental licensing fee and <br />crime fee multi-family housing initiative. <br /> <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements including waste water, water, & <br />transportation <br /> <br />Continue BR&E program, maximize utilization of development space and current list of <br />available sites, encourage land owners to maintain their properties, & consider <br />residential redevelopment <br /> <br />Financial Impact: <br />None <br /> <br />Recommendation: <br />Staff recommends the Council conduct Second Reading of Ordinance 971, adopt and <br />order summary publication. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Nyle Zikmund <br /> <br />Attachment(s): <br />1.
