The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08J <br />Meeting Date December 9, 2019 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9208, Approving contract with American Legal <br />Services to provide Codification of City Code <br /> <br /> <br />Introduction: <br />For the past two years staff has worked with legal counsel, Kennedy and Graven, to <br />systematically review and update the 15 chapters of the City Code. Completion of the <br />project is nearing and the next step is to have all the changes codified. <br /> <br />Discussion: <br />American Legal Publishing, in partnership with the League of Minnesota Cities provides <br />cost effective internet based codification. Once a code section is updated it needs to be <br />codified in order to omit having to review past ordinance adoptions. American Legal <br />provides this service along with hosting the code on a web server thereby making the <br />code current at all times as well as accessible to staff, residents and anyone else <br />looking to see and understand what our rules are. <br /> <br />The attached contract and payment of the $20,900 fee will allow American Legal to <br />begin the process of codification. Our code updating will be completed by the end of <br />January as the final two chapters; 1300 and 1400 are under review and will be on the <br />January agendas. Going forward from this point, upon adoption of an new ordinance <br />pertaining to a code update, American Legal will codify as we go on a per page basis as <br />detailed in the contract. <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements including waste water, water, & <br />transportation <br /> <br />Financial Impact: <br />Initial cost of $21,000 to codify which is included in the 2020 proposed budget.
