('72 Code, § 34-4) <br />(B)No person shall drive a motor vehicle upon <br />any alley in the city at a speed in excess of ten miles <br />per hour. O-87-72, passed 12- <br />23-87) Penalty, see § 71.99 <br />§ 71.02 OPERATION OF MOTOR VEHICLES <br />ON UNPAVED PUBLIC OR PRIVATE <br />PROPERTY PROHIBITED. <br />(A)It shall be unlawful for any person to operate <br />a motor vehicle, as defined by the Florida Uniform <br />Traffic Control Law, F.S. Chapter 316, as may be <br />amended from time to time, on any unpaved public <br />property, or on any paved or unpaved shoulder of a <br />public road. <br />(B)It shall be unlawful for any person to operate <br />a motor vehicle on any unpaved private property, not <br />owned by the operator or his immediate family, without <br />the express written consent of the owner, lessee, tenant <br />or other person entitled to possessi on and use of such <br />premises; said written consent to be carried on the <br />operator's person. <br />(C)The foregoing provisions shall not apply to <br />the following: <br />(1)A licensed and f ranchised public utility <br />in the conduct of its business; <br />(2)Any federal, state or local governmental <br />agency; <br />(3)Any licensed emergency vehicle; <br />(4)Any situation where such operation is <br />necessar y to avoid collision with other traffic; <br />(5)Where such operation is in compliance <br />with other laws or the directions of a law enforcement <br />officer or official traffic-control devices. <br />('72 Code, § 34-13) (Ord.
