Item No: 06A <br />MOT S�mVf!E- <br />!,�T Meeting Date: January 6, 2020 <br />------v Type of Business: CB <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9199, Approving Acting Mayor, Treasurer, <br />City's Official Newspaper and Official Depositories for 2020 <br />Introduction: <br />Minnesota state law requires the City Council to annually select an Acting Mayor from its existing <br />Council Members. In 2019, the Acting Mayor was Council Member Gunn. <br />State law also requires the City Council to annually select an official depository for City funds <br />and designate a legal newspaper of general circulation in the City as its official newspaper. <br />The Mounds View City Charter, Section 6.04, requires the City Council to annually appoint a City <br />Treasurer. <br />Discussion: <br />The Twin Cities Pioneer Press, The Life (formerly the Sun Focus), and the Shoreview Press <br />have each submitted proposals to be the City's official newspaper for 2020 (proposal letters <br />attached). The Council selected the Shoreview Press last fall for the remainder of 2019 as the <br />City's primary newspaper when the Mounds View -New Brighton Bulletin went out of business. <br />Twin Cities Pioneer Press <br />$6.00 per column inch (336 <br />Deadline is 12:00 pm the day prior <br />characters per column inch, 14 <br />to running notice. Friday at 12:00 <br />lines per inch) <br />pm is the deadline to submit if <br />running on Sat/Sun/Mon. <br />ECM, Inc. (The Life) <br />$7.00 per column inch (320 <br />Deadline is 10:00 am Tuesday for <br />characters per inch, 9 lines per <br />the following Friday's weekly <br />inch) <br />publication. <br />Press Publications <br />$5.36 per column inch (300 <br />Deadline is every other <br />(Shoreview Press) <br />character per inch, 9 lines per <br />Wednesday by 5:00 pm for <br />inch) <br />following Tuesday's bi-weekly <br />publication. <br />There is no increase from last year for the Shoreview Press or The Life. The Council has <br />traditionally selected the Pioneer Press as the City's secondary newspaper. This year, the Twin <br />Cities Pioneer Press has also placed a bid to be our legal newspaper for 2020. <br />The attached resolution also appoints the treasurer consistent with Section 6.04 of the City <br />Charter, and lists the city job positions that are authorized to conduct banking and investment <br />business on behalf of the City (which remain the same as last year). <br />The Mounds View Vision <br />
