Resolution 9204, Approving a Cost of Living Adjustment, Insurance <br />Contribution, and Insurance Opt -Out Payment Amounts for 2020. <br />Council Member Gunn requested comment from staff on this item. Finance Director Beer <br />reported staff was proposing a cost of living adjustment that was consistent to the adjustments <br />that have been made for the past 15 years. He stated 3% was being offered to remain in <br />alignment with the percentage that was offered to union and non-union employees. <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9204, <br />Approving a Cost of Living Adjustment, Insurance Contribution, and Insurance Opt -Out <br />Payment Amounts for 2020. <br />Ayes — 5 Nays — 0 Motion carried. <br />6. PUBLIC COMMENT <br />None. <br />7. SPECIAL ORDER OF BUSINESS <br />None. <br />8. COUNCIL BUSINESS <br />A. Public Hearing: Resolution 9195, Authorizing the Draft 2040 Comprehensive <br />Plan to be submitted to the Metropolitan Council for review. <br />Community Development Director Sevald requested the Council authorize the draft 2040 <br />Comprehensive Plan to be submitted to the Met Council for review. He reported the City was <br />required to update its Comprehensive Plan every 10 years. He discussed the purpose of the <br />Comprehensive Plan and how it was used as a guiding document for the City. He requested the <br />Council hold a public hearing and authorize staff to submit the Comprehensive Plan to the Met <br />Council. <br />Mayor Mueller opened the public hearing at 6:39 p.m. <br />Hearing no public input, Mayor Mueller closed the public hearing at 6:39 p.m. <br />Council Member Bergeron asked if the zoning designation for the Skyline Motel property had <br />been adjusted. Community Development Director Sevald stated this has not been done, but <br />would be done after Council approval this evening. <br />
