Mounds View Charter Commission Minutes <br />Wednesday, May 12, 2010 <br /> <br />1. Call to Order – The meeting came to order at 7:01 pm. <br /> <br />2. Roll Call – Present: J. Thomas, B. Thomas, Susan Hutchins, M. Haubrich, J. Reiling <br /> Excused: B. Amundsen, J. Miller, B. Doty <br /> Absent: <br /> <br />3. Approval of agenda <br /> Motion by B. Thomas, second by J. Reiling to approve agenda as amended. <br />MOTION APPROVED <br /> <br /> Approval of minutes <br /> Motion by J. Reiling, second by M. Haubrich to approve minutes of April 10, 2010 as written.. <br />MOTION APPROVED <br /> <br />4. Citizens comments from the floor <br />None <br /> <br />5. Reports of the Chair <br /> None <br /> <br />6. Reports of members <br />Summary of the joint meeting with the Council. <br /> <br />7. Unfinished Business <br />Chair introduced discussion of meeting agendas for the summer. He suggests the third Tuesday <br />of each month through August. <br /> <br />Motion by B. Thomas, second by M. Haubrich to meet on June 15th, July 20th, and August 17th. <br />MOTION APPROVED <br /> <br />Chair opened discussion on Chapter 8 amendments. B. Thomas suggest a process that would <br />divide the work being proposed into two or more segments: an ordinance for those pieces that <br />can be worked to general agreement and remaining pieces assembled into a ballot issue in the <br />same fashion as Chapter 7 amendments. The language proposed for ordinance could be limited <br />to city-wide assessment-based language. <br /> <br />Chair will pull together other charters for the Commission to examine. He also recommends <br />using Chapter 202 of city code as a resource for definitions and terminology. B. Thomas will <br />attempt to assemble some language that breaks amendment proposals into segments and reminds <br />the Commission that there will also have to be some attention to the calendar/timeline similar to <br />Chapter 5 as there is no such language currently in Chapter 8. <br /> <br />8. New Business <br /> Chair distributed new copies of the City Charter. <br /> <br />Adjournment <br /> Meeting adjourned at 8:46 p.m.
