Mounds View Charter Commission Minutes <br />Wednesday, April 14, 2010 <br /> <br />1. Call to Order – The meeting came to order at 7:04 pm. <br /> <br />2. Roll Call – Present: J. Thomas, B. Thomas, J. Miller, B. Doty, Susan Hutchins, J. Reiling <br /> Excused: M. Haubrich, B. Amundsen <br /> Absent: <br /> <br />3. Approval of agenda <br /> Motion by B. Thomas, second by J. Reiling to approve agenda as amended. <br />MOTION APPROVED <br /> <br /> Approval of minutes <br /> Motion by J. Reiling, second by J. Miller to approve minutes of March 10, 2010 as written.. <br />MOTION APPROVED <br /> <br />4. Citizens comments from the floor <br />None <br /> <br />5. Reports of the Chair <br /> None <br /> <br />6. Reports of members <br />None <br /> <br />7. Unfinished Business <br />Chair opened discussion of Chapter 8 amendments by announcing the commission would meet <br />with the City Council at their work session in May so this meeting will be used to prepare for <br />that. He discussed trying to define what powers the original section was intended to provide to <br />the citizens and the city as well as the rights and responsibilities. <br /> <br />B. Doty discussed the original intent of this Charter section and how it worked in the past. <br />Discussion continued regarding finance options, expectations, and restrictions. <br /> <br />Chair presented some of the issues other cities have had with similar discussions. B. Thomas <br />asked what direction the Council is expected to provide. Chair explained the goal is to provide a <br />list of our considerations and to seek out what questions they have. Discussion continued about <br />the basic categories our discussion might fall under: <br /> <br />1) Financial aspects and expectations <br />2) Project scopes and history <br />a. Who is in a defined group as ‘benefitting’ <br />b. What is our definition of ‘public improvement’ <br />3) What are the appropriate limits? <br />a. Dollar values? <br />b. Physical/geographical area? <br />c. Some combination the above or others? <br />4) Should the amendments be approached as a ballot issue or an ordinance? <br /> <br />Chair will provide the questions we wish to cover to the Council before the meeting. <br />
