City Forestry Information — Guide to Forestry Requirements in the City <br />SHADE TREE DISEASE AND PEST CONTROL - Chapter 605 (hot link to chapter) <br />• Shade Tree Disease and Pest Control Program: Defines that City appointed tree inspectors are empowered to <br />conduct a program of shade tree disease and pest control and other potentially non-native invasive pests and <br />epidemic diseases of trees. <br />• Inspection and Investigation: Defines the role of the tree inspector within the City to investigate infestations or <br />other factors which are potentially contributory to the spread of tree disease and pests. <br />• Nuisances Declared; Abatement: Defines conditions under which dead or living trees or parts thereof are <br />declared as a public nuisance, and the respective expectations of any person in the City. <br />• Abatement Procedures; Assessment of Costs: Defines actions to be taken if subject public nuisances exist on <br />any public or private property in the City, and the abatement expectations of the property owner, and potential <br />impact due to failure to address nuisance. <br />• Disruption of Root Grafts: Describes when the tree inspector may require disruption of root grafts to impede <br />the spreading of tree diseases. <br />• Treating of Trees: Describes when the tree inspector may require appropriate chemical treatment of high value <br />trees in close proximity of trees or wood infected with pests or disease -causing organisms. <br />• Permit Requirements for Transporting Wood: Describes permitting requirements for transporting bark -bearing <br />diseased or pest infested wood. <br />• Storage of Elm Wood: Describes permitting requirement and timeframe for the storage or keeping of any elm <br />wood with intact bark. <br />• Licensing Requirements for Tree Contractors: Describes requirements for tree services by private tree <br />contractors on public or private property. Services include, but are not limited to tree trimming, tree removal, <br />tree treatment by injection or trench methods, and stump grinding. (Does this apply to the residents too?) <br />• Violation of Provisions: Describes the penalties of violating the provisions of this Chapter. <br />TREE PRESERVATION AND LANDSCAPING -Chapter 1127 (hot link to chapter) <br />• Purpose: To identify trees and woodlots which are to be preserved in general, and saved when development is <br />occurring or at any point thereafter. <br />• Definitions: Provides definitions of key terms used within this Chapter. Also provides a list of high value trees <br />pertinent to this Chapter. <br />• General Tree Protection Requirements: Defines requirements for developers, landowners, and builders to <br />preserve significant and specimen trees on the development sites. <br />• Tree Removal on Lots with Construction or Grading Permits: Defines planning requirements for identifying <br />current lot tree inventory, preservation, removal, and replacement. <br />• Landscaping: Describes when landscaping plans are required and what content shall be included in those plans. <br />• Plan Review Process: Defines who may review and approve plans, and under what conditions, plans will require <br />approval. <br />• Appeal Process: Defines the steps and timing for appealing plan approval decisions. <br />0 Violation and Penalties: Describes the penalties of violating the provisions of this Chapter. <br />
