7A <br />The following will be placed in the Public Works <br />Operation and Maintenance: <br />Standard Operating Guidelines (SOGs) <br />Instructions for Managing Trees/Brush on City Property: <br />The following applies to City property which consist of City parks, green space or <br />wooded corridors. <br />Trees branches and or limbs that are dead or large enough to hinder use of, or pose a <br />direct imminent threat or injury to users on City approved trails and recreation areas <br />shall be removed as soon as possible after identification. <br />Invasive trees/bushes shall be removed using best practices. <br />Any high value trees, as defined in Chapter 1127, located on city property that were <br />removed or severely damaged shall be replaced on a minimum of a 2:1 ratio within the <br />same general areas. Selection of new trees species will follow chapter 1127.02 of the <br />city code. <br />City staff or contracted services may be used to perform this work. Contractors must be licensed <br />with the City and have a Certified Arborist on staff. <br />(For reference only will not be in SOGs) <br />1127.05 <br />Subd. 5. Method of Installation: <br />All deciduous and coniferous trees shall be ball and burlap and stakes and guyed per <br />National Nurserymen's Standards. All shrubs shall be potted. <br />Subd. 6. Use of Landscaping for Screening: <br />a. Where natural materials, such as trees or hedges are approved in lieu of the required screening <br />by means of walls or fences, density and species of planting shall be such to achieve screening <br />year round. <br />Subd. 7. Maintenance: <br />a. Property owners shall be responsible for the upkeep of all required plantings and landscape <br />materials. Upon written notice from the City, a property owner shall be required to trim broken <br />or damaged tree boughs, remove fallen trees or storm damaged trees and remove diseased <br />trees as identified by the City Forester.59 Uprooted, damaged or diseased tree stumps shall <br />be removed or ground down below grade. <br />b. It shall be the property owner's responsibility to maintain the boulevard areas between the <br />property and any adjacent street frontage. <br />
