PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | JULY 26, 2018 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:30 PM <br />2. ROLL CALL: <br />Commissioners: Arel, *Aukee, Katovich, Kroeger, Kunz, Palm, Rundle, <br /> Staff: Peterson | YMCA: Thomas *to be absent <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion passed 6-0. <br />4. APPROVAL OF MINUTES: June 28, 2018. Motion to approve by Arel 2nd by Rundle. Motion Passed 4-0 <br />with 2 abstain. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and <br />address. Please limit your comments to three minutes. No residents present. <br />6. STAFF REPORTS <br />A. YMCA-See attached report. Issues with Lions Park in Spring Lake Park and weekends that are <br />double-booked. Facility is not being cleaned by SLP, and renters are upset. Staff is working with both <br />cities to address this issue. <br />B. Public Works / Forestry-See attached report. <br />7. UNFINISHED BUSINESS <br />A. Update Greenfield & Groveland Tennis Court Rehab project: One tennis court and ½ basketball court. <br />Ready for fencing Aug 6 and color coating/painting Aug 15. Then need to grade and landscape. <br />B. City Hall Park – Splash Pad/Play Ground: Start construction after Festival in the Park! May move some <br />City Hall playground items to Random Park (merry-go-round, monkey bars, climbing wall). <br />C. Greenfield, Hillview playgrounds: Greenfield installed in 2005, Hillview 2006 or 2007. Can retrofit some <br />items at both parks. Structurally both are in good shape, but needs some components replaced, <br />including tot lot at Greenfield. Staff will bring back costs at a future meeting for discussion. <br />8. NEW BUSINES <br />A. Silverview Park – discussion of all Park rentals large groups and adjust fee schedule: <br />Staff suggest $550 for non-resident rental, $475 for rental. This includes pavilion and soft ball fields for <br />8 hours with extra garbage haul-away. Do we allow a group to rent the whole park? Do we put a cap <br />on the number of people allowed? Do we make it a flat fee for whole park rental and not break down <br />for resident/non-resident? <br />Option A: “Whole” park (clarify which components of the park) for $X <br />Option B: Pavilion rental up to X number of people for $X <br />Staff will bring options to next meeting. <br />9. COMMISSIONER REPORTS: <br />Festival in the Park Aug. 18 <br />10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: <br />Continued discussion on forestry goals and other items at City Hall Park (i.e. Veterans’ Memorial) <br /> <br />11. ADJOURNMENT: Motion by Kunz to adjourn at 7:54 PM, 2nd by Kroeger. Motion Passed 6-0 <br /> <br />Next Regular Commission Meeting: August 23, 2018 6:30pm
