See S. Riggs letter of Feb 7, 2002. <br />7.06 Subd. 1 - Change September requirement for public hearing to be a simple reference <br />requiring compliance with the State Statute pertaining to Truth in Taxation for timing but <br />retain the requirement to hold a public meeting even if State Statute would not require it. <br />Also, remove the word “monthly” as it is not consistent with other references to “regular <br />council meetings”. <br />Subd. 2 - Change the “two week” time line to be something more easily complied with. <br />7.06 Ambiguity of “object level” etc.. per Charlie Hansen’s Memo of November 13, 2002 <br />7.12 Subd. 2 - Delete section <br />8.04 Subd. 1 - Consider increasing percentage requirement for “benefitted property owners” <br />from 25% to a majority. <br />10.xx Consider replacing with a more general reference to State Statutes that would be more <br />accurate as the Statues have been determined to take precedence. <br />11.xx Similar to chapter 10. <br />Category 3 Items by Charter Section: <br />3.04 Subd. 4 - Consider new section defining actions that require an Ordinance. See <br />section 2.13 of Mankato Charter as an example. <br />7.03 Update to a “System of Taxation” to reflect better guidelines starting from the modified <br />Fridley sample provided by Roger Stigney.
