"A committee, as understood in <br />parliamentary law, is a body of one or more person, elected or appointed by (or by the <br />direction of) an assembly or society, to consider, investigate, or take action on certain matters <br />or subjects, or to do all of these things." <br />A Charter Commission is appointed at the direction of the Legislature for the purpose of <br />creating and maintaining a city’s Home Rule Charter which is a integrally woven in the State <br />Statutes and Constitution. Since it operates under the rules set forth in the Statute which <br />authorizes its appointment, it seems most proper that the Charter Commission consider itself <br />a standing committee appointed at the direction of the Minnesota State Legislature pursuant <br />to Chapter 410 of the Minnesota State Statute serving in an advisory function to the City <br />Council and the residents to maintain the Home Rule Charter. <br />Respectfully submitted, <br />Jonathan Thomas, Chair <br />Mounds View Charter Commission
